Zion: Kolob Creek - pics of flow from the road?

The Washington County Water Conservancy District is only quasi cooperating with people who want to descend Kolob Canyon, the Canyon that they operate a dam above.

Anyone have pictures of the flow taken from the overview at the road? At acceptable flows? I have one at 15 CFS which is too much flow. Looking for some at 3-5 cfs.

Maybe an excuse to go run the canyon? I still haven't done that one. Does anyone want to go next month?

I'm upset about WCWCD limiting access to the canyon under a guise of safety. It is both unsafe and immoral. The lack of cooperation from WCWCD creates a false expectation or false impression of actual conditions. I can only assume that someone at the WCWCD would like to close Kolob Creek to every canyoneer wishing to descend it. That will only lead to complete collapse of any cooperation at all. I visit this place where the creek crosses the road often. I don't have any measurements of flow but I think I could find a few pictures. Would they be of any value if you don't know how much water is flowing in them?

If you wanted a picture that corresponded to certain flow reported by the WCWCD I'd be willing to take one on a given day if they'd be willing to give a few days notice of when they're releasing 5cfs. Obviously there is another problem, that the flow at the road does not correspond well with the flow down at Rappel 1. That stream losses a lot of water somewhere between the road and the point where the approach trail reaches the creek.
